会議は踊る、されど進まず。。。

cop15の会合がなんか進まない。会議は踊る。。。

例えば

・会社の場合、部門タスクは最後は部長が意思決定

・会社タスクは社長が意思決定

・国のタスクは首相や大統領が意思決定

となった場合、cop15のような全世界のトップが集まった会合で誰が意思決定するのか？

多数決では決まらない。。。

意思決定しないことが意思決定ということになる。

tvで温暖化による都市の水没状況をみた。

インドネシアや、タイは街自体が水没していっている。

ちょっとあそこまでとは思わなかった。。。。

今までは絶対権力を保持していたアメリカが大国に根回しして世界タスクを決めていた。

世界の警察。。。

その大国が金融危機以来だめだめで、機軸通貨のドルもだめだめ、この状況下でアメリカは意思決定できない。中国、ロシア？ちがうなー

以前に比べ大国がどんぐりの背比べ状態。

抜き出た国がないのがいつまでも意思決定ができない理由。

今後の世界（地球）タスクの意思決定の方法は、

・アメリカに代わる絶対大国（権力国）がうまれるか（ただしノブレスオブリージュで）

・各国のうえに利害関係のないポジション（国連のような？国連が良いかどうかは別）

を設置して絶対権限を持たせ、スポーツの審判のように意思決定する。

かのどちらかだ。

国が国の利害のために会議している限り、何も決まらないんだろうと思う。

The meeting of cop15 is not going well. The meeting is dancing.

For example

In the case of a company, a department head makes the final decision on a departmental task.

Company tasks are decided by the president.

The president of the company makes decisions on company tasks.

In such a case, who makes the decision at a meeting like cop15 where all the heads of the world gather?

Majority decision is not enough.

Not to make a decision is to make a decision.




I saw the situation of cities submerged due to global warming on TV.

In Indonesia and Thailand, cities themselves are being submerged.

I didn't think it would go that far. 。。。。




Until now, the U.S., which held absolute power, had been deciding the world task by liaising with the major powers.

The world's police.

The US can't make decisions under these circumstances. China and Russia? No!

Compared to the past, the major powers are now on a par with the rest of the world.

The reason why no one country stands out from the rest is that they cannot make decisions forever.




What is the decision-making method for future world (global) tasks?

Will there be an absolute superpower (a powerful nation) to replace the U.S. (but with noblesse oblige)?

The position of a "no-interests" position on top of each country (like the United Nations?). (Whether the UN is a good idea or not is another matter.)

and have absolute authority and make decisions like a sports referee.




It is either one or the other.




As long as countries are meeting for their national interests, I doubt anything will be decided.
